LOL! The original diaper genie does, but the diaper genie II doesn't. You just push them down through the little flap thing (it has a spring on the underside so it stays closed) and that's it. The refills are like $5. We did in the beginning, and we didn't have any smell at all. I just started getting lazy, so I just toss them outside in the trash. LOL! It's closer to where I change her most of the time anyway.
