balloons are one way to teach cats to stay off your counter. Just pop balloons around them frequently when they're little so they're scared of them, then tape them all along the front of your counters. Makes them scared to jump up there. Within a week or so (usually less) they're trained and they won't ever get on the counter.  Just a lil trick. 
I don't understand stealing people's pets. I really don't. I always think when I see a cat or dog out running around free that that has to be some lil kid's pet. My dogs were NEVER allowed to run free, unless they just escaped somehow. My old dog used to break his chain about once a year, but that's it, all my other dogs were ALWAYS contained. But then, we always kept our animals spayed/neutered and licensed too. I don't understand stealing other peoples pets at all. Though I've had several stolen over the years.
